| 2007 - 2008 BOARD OF DIRECTORS APPLICATIONS DUE MONDAY |  |  |
Are you interested in serving as a leader in our association? The PGCAR membership will elect a President-Elect, a Vice President, and four (4) individuals to serve two-year terms on the Board of Directors. Terms begin on October 1, 2007. Any individual wishing to run for President-Elect or Vice President must be a REALTOR® member in good standing of PGCAR, must have held membership in PGCAR for a minimum of two years and must have served two years as a Member of the Board of Directors during the last four years.
Those running for a Director position must be a REALTOR® member in good standing of PGCAR, must have held Membership in PGCAR for a minimum of two years and must have served on a PGCAR Committee for at least one year during the last four years. Service on the Board of Directors requires a commitment to attend Board of Directors meetings (approximately 9 per year) as well as participating in other PGCAR activities.
| COMMITTEE VOLUNTEERS NEEDED |  |  |
| PGCAR wants, and needs your involvement in your local Association. Through PGCAR's many committees you can play a major part in the leadership of our Association, as well as helping to promote the efforts and positive contributions which PGCAR members make throughout the communities in Prince George's County.
When you VOLUNTEER to serve on one of the many PGCAR Committees, you will be providing vital experience and input which will make a strong impact on our Association now and in the future.
By working hand-in-hand with your fellow REALTORS® and PGCAR Affiliates, you can SHARE your knowledge, LEARN the talents of others, MEET your peers from other companies, and HELP guide our Association toward the goal of becoming the best in the State of Maryland.

DEPUTY SHERIFFS ADDED TO COUNTY TRANSFER TAX REDUCTION LAW
Effective July 1, Prince George's County Deputy Sheriffs are eligible for reduced or total elimination of county transfer taxes. PGCAR President Donald Frederick is delighted by the victory. "Prince George's County REALTORS® are very pleased that our representatives in Annapolis see the need for affordable workforce housing. This bill provides a tax incentive for law enforcement personnel to buy homes and reside in Prince George's County. "This is another step forward in helping our county recruit and retain a quality resident police force." HB 654-Prince George's County-Transfer Tax-Deputy Sheriffs, contains the following provisions:
- Police FIRST TIME Homebuyers - Eliminates the County transfer tax of 1.4% for Prince George's County Police Officers, Deputy Sheriff's, and municipal police Officers serving local communities in the County WHO ARE FIRST TIME HOMEBUYERS.
- Police Homeowners - Reduces the County transfer tax from 1.4% to 1% for County Police, Deputy Sheriff's, and Municipal Police who currently own homes and wish to purchase a new residence.

New Maryland Sales Contract Addendum EFFECTIVE AS OF JULY 1, 2007 |
| A new ground rent disclosure law took effect this Sunday, July 1, 2007. The new disclosure is REQUIRED for all contracts of sale in Maryland where the underlying property is subject to a ground lease. This disclosure must be made on all contracts entered into on or after July 1, 2007. This disclosure form is available in the PGCAR.com Members Only Forms section.

Code of Ethics Case Study: Case Case #17-7: REALTOR® Not Precluded from Filing Complaint with State Real Estate Regulatory Agency

REALTOR® A, a cooperating broker, filed a request for arbitration with REALTOR® B, the listing broker, in a dispute concerning entitlement to cooperative compensation in a real estate transaction. The complaint was referred to the Grievance Committee, which concluded that a properly arbitrable matter existed and referred it to an arbitration hearing panel.
Shortly afterward REALTOR® B was notified that he was under investigation by the State Real Estate Commission for an alleged violation of the real estate regulations, based on a complaint filed by REALTOR® A.
REALTOR® B immediately filed an ethics complaint alleging violation of Article 17 by REALTOR® A for filing the complaint against REALTOR® B with the Commission. The complaint was referred to the Grievance Committee which concluded that since the ethics complaint and the arbitration request, while arising out of the same transaction, were clearly distinguishable, the arbitration hearing should proceed as scheduled; and the ethics complaint should be dismissed, noting that while Article 17 requires REALTORS® to arbitrate contractual and specified non-contractual disputes, alleged violations of the Code and violations of law or regulation do not fall within its scope.
